Board of Education shall consist of nine members: one from Hawaii County, one from Maui County, one from Kauai County, three from Honolulu, and three at-large members appointed by the governor with senate advice and consent

Board members shall elect a chairperson by simple majority from among all board members, removing the previous requirement that the chairperson be selected from at-large members

Board shall elect a vice chairperson by simple majority who serves as interim chairperson during the chairperson's absence or if the position becomes vacant

Board may elect a chairperson annually upon the start of the next confirmed term for members

When the chairperson position becomes vacant, the governor shall fill any resulting vacancy and a new chairperson shall be elected by the board
