Extends the time period for appointment and senate consent procedures from 30 to 45 days for justices and judges in the supreme court, intermediate appellate court, and circuit courts.

Harmonizes senate consent procedures for district court judge nominees to match those used for supreme court justices and appellate/circuit court judges, making failure to reject an appointment within 45 days equivalent to automatic consent.

Changes district court appointment procedures so the judicial selection commission makes the appointment without senate consent only after all appointment and consent procedures are exhausted, rather than automatically if the senate fails to act within 30 days.

Requires the judicial selection commission to disclose the list of nominees to the public at the same time the list is presented to the governor or chief justice.

Requires voter approval through a constitutional amendment ballot question before taking effect.
