Requires the Office of Elections to prepare a digital voter information guide in screen reader-accessible format and post it on the office website for voters with disabilities.

Mandates the Office of Elections to provide a translation of the digital voter information guide in ʻŌlelo Hawaiʻi on its website and distribute printed copies to all public libraries.

Requires the Office of Elections to mail a notice with each primary election ballot informing voters that a digital voter information guide is available online; email notices to voters registered for alternate format ballots.

Directs the Attorney General and county corporation counsels to prepare and translate explanations of constitutional amendments, charter amendments, initiatives, and referendums into ʻŌlelo Hawaiʻi and other languages required under the federal Voting Rights Act, with materials transmitted to the Office of Elections at least 75 days before general elections.

Appropriates general revenues for fiscal years 2023-2024 and 2024-2025 to the Office of Elections for preparing and mailing notices about the digital voter information guide; effective date is July 1, 2050.
