Adds new section to Chapter 291E allowing persons sentenced prior to July 1, 1998, for first-time offense of operating a vehicle after consuming measurable alcohol while under age 21 to apply for expungement of conviction records.

Adds new section to Chapter 706 allowing persons sentenced prior to July 1, 1998, for first-time property offenses to apply for expungement of conviction records.

Court shall issue expungement order if applicant has fulfilled all terms of the sentence imposed and otherwise meets all requirements of existing expungement statutes (291E-64 and 706-622.9).

Persons granted expungement under these new sections are ineligible for any additional expungement under these sections or the existing comparable statutes.

Effective date: March 22, 2075.
