Establishes a permanent composting grant program within the Department of Education to expand on-site school campus composting programs that were previously authorized as pilot projects under Act 207, Session Laws of Hawaii 2018.

Directs the Department of Education to develop campus composting guidelines in conjunction with Department of Health rules, covering leachate monitoring, pathogen testing, community involvement, fire safety, material categorization, and volume recording.

Authorizes the Department of Education to issue grants to establish composting programs in department schools and requires the Hawaii Farm to School Program to provide oversight of the composting grant program.
