Adds new section to Chapter 578 (Hawaii Revised Statutes on adoption) requiring gender-specific terms such as "husband," "wife," "mother," and "father" to be interpreted in a gender-neutral manner regarding rights, benefits, protections, and responsibilities.

Adds new section to Chapter 580 (Hawaii Revised Statutes on divorce) requiring gender-specific terms including "husband," "wife," "mother," "father," "aunt," "uncle," "niece," and "nephew" to be construed in a gender-neutral manner for applicable rights and responsibilities.

Amends Section 578-1 to replace gender-specific language with gender-neutral terms, including changing "husband and wife" to "married couple" and "father or mother" to "parent" in adoption petition provisions.

Applies the gender-neutral interpretation rule to all administrative rules adopted under these chapters.

Takes effect on March 22, 2075.
