Amends the definition of "cannabis" under Hawaii medical cannabis law to explicitly include cannabis propagules, cannabis cuttings, and cannabis seeds.

Allows qualifying patients and primary caregivers authorized to cultivate cannabis for medical use to purchase cannabis propagules, cuttings, and seeds from licensed state dispensaries.

Establishes purchase limits of not more than 5 propagules, cuttings, or seeds within 15 days, or not more than 10 within 30 days for qualifying patients and primary caregivers.

Requires cannabis propagules, cuttings, and seeds dispensed to patients or caregivers to undergo laboratory testing for residual pesticides and heavy metals with no detectable levels.

Directs the Department of Health to adopt rules regarding the dispensing of cannabis propagules, cuttings, and seeds; effective December 31, 2050.
