Adds loan arrangements as a purpose of the State Art Museum, allowing counties and private organizations to display art through the State Foundation on Culture and the Arts.

Authorizes the State Foundation on Culture and the Arts to charge fees for art loans to non-museums or public institutions, with collected fees deposited into the works of art special fund.

Provides selection preference to Hawaii resident artists for the Arts in Public Places Program.

Requires the State Foundation on Culture and the Arts to submit a report to the legislature by 20 days before the 2024 regular session, including an inventory of current artworks, a list of pieces not displayed for more than 10 years, and a plan for rotating display of dormant artworks.

Effective date of July 1, 2050.
