Amends Hawaii Revised Statutes Section 26-31 to require deputy directors, first deputies, or deputy chairs of principal state departments to be nominated and appointed by the governor with the advice and consent of the Senate.

Extends Senate advice and consent requirement to cover multiple deputy directors, first deputies, or deputy chairs when a department has multiple individuals serving in the same role.

Amends Section 84-17 to require individuals nominated to state positions subject to Senate advice and consent to file a disclosure of financial interest within thirty days of nomination.

Takes effect upon approval.
