Division of Boating and Ocean Recreation must submit a report to the Legislature no later than twenty days before the 2025 regular session regarding the transfer of rights for five Maui County facilities: Lahaina small boat harbor, Manele small boat harbor, Mala wharf and ramp, Maalaea small boat harbor, and Kihei ramp.

Report must be developed in collaboration with Maui County and any other private entities deemed necessary, and shall include findings, recommendations, and any proposed legislation.

Appropriates unspecified funds (amount blank in bill text) for fiscal years 2023-2024 and 2024-2025 to provide security at small boat harbors on Maui.

Creates three permanent full-time equivalent (3.0 FTE) security positions under the Department of Law Enforcement to be assigned to small boat harbors within Maui County.

Effective date set for July 1, 2050.
