Department of Land and Natural Resources shall conduct a carrying capacity study of Makena State Park in Maui County to assess the number of persons and human activity the park can sustain without degrading natural and cultural resources.

Study must evaluate effectiveness of existing management practices including park hours, entrance fees, and parking fees, and assess potential effectiveness of area closures and other visitor use restrictions.

Study must propose long-term management options to reduce human impact on natural resources, cultural resources, and native species within the park.

Department shall consult with Maui County, community organizations, and other relevant entities while conducting the study.

Department must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days prior to the 2024 regular legislative session.
