Amends Hawaii Revised Statutes Section 103D-303(h) to restrict disclosure of competing offerors' proposals and evaluation scores during debriefings requested by non-selected offerors.

Prohibits procurement officers from disclosing competing offerors' proposals or evaluation scores except for the summary of scores until after any protest is resolved and the contract is executed.

Non-selected offerors may still request written debriefing within three working days after contract award posting, with protests to be filed within five working days after debriefing completion.

Does not affect rights, duties, penalties, or proceedings that began before the Act's effective date.

Takes effect on June 30, 3000.
