Exempts University of Hawaii Community College students enrolled in certificate programs from the requirement to complete the Free Application for Federal Student Aid (FAFSA) each academic year to qualify for the Hawaii Community College Promise Program.

Modifies Section 304A-506, Hawaii Revised Statutes, to add a provision that paragraph (2) of subsection (b) does not apply to certificate program students.

Maintains all other eligibility requirements for the Promise Program, including Hawaii residency, enrollment in classified programs with six or more credits per semester, satisfactory academic progress, and unmet direct cost needs.

Effective July 1, 2050.
