Authorizes the director of finance to issue special number plates commemorating Duke Kahanamoku to registered vehicle owners who are state residents and pay required fees.

Requires written permission from Malama Pono, Inc. (owner of Duke Kahanamoku trademark) before plates can be issued, with all proceeds benefiting the Outrigger Duke Kahanamoku Foundation.

Establishes plate design requirements including words or images recognizing Duke Kahanamoku, similarity to standard state plates, and no obstruction of required plate information.

Charges a special number plate fee covering county costs plus a fundraising fee determined by the director of finance in consultation with the Outrigger Duke Kahanamoku Foundation, with revenue directed to water safety and swim education programs.

Allows the director of finance to revoke all special plates if fewer than 150 registered owners obtain them within three years of the first plate issuance; effective July 1, 2050.
