Requires military personnel ordered to active duty to be paid without delay from the date of deployment at the same rate as active duty counterparts in the U.S. military.

Entitles officers, warrant officers, and enlisted personnel of the army, air national guard, Hawaii state defense force, and navy to basic allowance for housing when ordered to active duty, subject to rules adopted by the governor.

Allows direct electronic deposit of pay to personal banking accounts for officers, warrant officers, and enlisted personnel.

Removes language allowing subsistence in kind or quartering in lieu of monetary allowances, replacing it with guaranteed basic allowance for housing.

Effective July 1, 2023.
