Prohibits foreign nationals, foreign-influenced business entities, and foreign corporations from making contributions, independent expenditures, or electioneering communications in Hawaii state elections.

Prohibits contributions or donations to third parties by these entities if earmarked for use in making contributions, independent expenditures, or electioneering communications.

Defines "foreign-influenced business entity" as any business entity where a single foreign investor owns 1% or more of equity/shares, or multiple foreign investors own 5% or more in aggregate, or where foreign investors participate in decisions about political activities.

Requires every business entity making contributions or expenditures in state elections to file a certification with the campaign spending commission within seven business days, sworn by the chief executive officer, that it is not foreign-influenced or foreign-controlled.

Requires noncandidate committees making only independent expenditures to obtain certifications from top contributors that their funds were not derived from foreign corporations or foreign-influenced entities; if certification not received, ads must include disclosure stating funds may have been provided by foreign or foreign-influenced businesses.

Takes effect January 1, 2026.
