Amends Hawaii Revised Statutes Section 11-334 to add a new preliminary campaign finance report filing deadline of February 28 in the year of a general election for state legislative candidates and their treasurers.

Renumbers existing preliminary report filing deadlines from (A)-(E) to (B)-(F) to accommodate the new February 28 deadline as subparagraph (A).

Clarifies that candidates unsuccessful in primary elections or elected in primary elections are not required to file certain preliminary reports before subsequent general elections.

Takes effect on January 1, 2026.
