Establishes a financial literacy pilot project in elementary, intermediate, and high schools within the Castle-Kahuku complex area for the 2024-2025 and 2025-2026 school years.

Requires the Department of Education to include financial literacy instruction in the existing personal transition plan requirement for each student during the pilot project.

Permits schools to develop their own financial literacy programs based on stakeholder input or integrate the curriculum systemically throughout their school programs.

Defines "financial literacy" to include curriculum addressing financial skills, personal financial management, budgeting, debt, credit, and tax planning.

Takes effect upon approval.
