HI SB1195

Requires the Hawaii Housing Finance and Development Corporation (HHFDC) to submit a report to the legislature no later than twenty days prior to the 2024 regular session detailing the progress and outcome of ongoing Waiahole Valley lease rent renegotiations.

Report must analyze proposed lease rents, fairness of rents considering lot size, current use, lessee income, comparable market rents, and rents charged by other state or county agencies for similar leases.

Report must evaluate lessees' ability to pay rent, any eviction or enforcement actions taken for nonpayment, and attempts to resolve nonpayment through mediation or alternative dispute resolution.

HHFDC must recommend whether it should retain responsibility for Waiahole Valley management or whether a different state agency should serve as landlord and manager of the property.

Act takes effect July 1, 2050.
