Designates the Vice President for Budget and Finance and Chief Financial Officer of the University of Hawaii as the Chief Procurement Officer, replacing the university president in that role.

Appropriates funds (amount blank in bill text) for fiscal years 2023-2024 and 2024-2025 to effectuate the transfer of chief procurement officer duties from the president to the vice president for budget and finance.

Authorizes issuance of $20,000,000 in general obligation bonds for University of Hawaii systemwide support to renew, improve, and modernize facilities.

Finds that the university president simultaneously serving as chief procurement officer creates conflicts of interest and notes that most public higher education institutions across the United States separate institutional leadership from procurement authority.

Takes effect July 1, 2050, with amendments to Hawaii Revised Statutes section 103D-203(a) preserved during the 2024 reenactment.
