Authorizes the State Librarian to impose and collect rates, rents, fees, fines, and charges for the use of state library facilities and services, with concession contracts exempt from chapter 102-14 requirements.

Requires approval from the Board of Education before the State Librarian can revise any rates, rents, fees, fines, or charges.

Authorizes the State Librarian to prescribe procedures for charging and waiving fees without regard to chapter 91 (administrative procedures).

Effective July 1, 2050, with an automatic sunset on June 30, 2028, at which point prior statutory provisions shall be reenacted.

Adds "manage" to the State Librarian's duties regarding library materials and clarifies language describing collection procedures for delinquent accounts.
