Establishes a temporary public land trust working group within the Office of the Governor to compile a definitive inventory of public land trust lands, with 24 months to complete the inventory and six members appointed by the Governor, House Speaker, Senate President, and Office of Hawaiian Affairs Board of Trustees.

Requires all state agencies to provide full cooperation and access to information regarding lands under their ownership or control to support the working group's inventory efforts.

Appropriates $65,000,000 for fiscal years 2023-2024 and 2024-2025 to the Office of Hawaiian Affairs for repairs to bulkheads and revetments on parcels conveyed under Act 15, Session Laws of Hawaii 2012.

Requires the Office of Hawaiian Affairs to prepare a programmatic environmental impact statement for any development projects within the Kakaako community development district makai area and appropriates $6,000,000 for fiscal year 2023-2024 for this purpose.

Appropriates $13,000,000 for fiscal year 2023-2024 to the Office of Hawaiian Affairs for architectural, engineering design, water supply, and construction costs for Kukaniloko development.
