• Requires the Agribusiness Development Corporation to plan, design, construct, and operate a new animal slaughterhouse on the island of Oahu to ensure a sustainable source of locally-raised animal protein.

• The slaughterhouse must serve as a sustainable protein source and consider market conditions when determining the types and sizes of animals to slaughter.

• The corporation must comply with requirements established by the United States Department of Agriculture, the Department of Health, and applicable state law including audit requirements.

• Appropriates $4,000,000 for fiscal year 2023-2024, allocated as: $600,000 for plans, $400,000 for design, $1,868,000 for construction, and $1,132,000 for equipment.

• Takes effect July 1, 2023.
