Establishes effective July 1, 2023 that substitute teachers working 90 or more days shall receive compensation equivalent to the daily rate for entry-level teacher salary based on their Class I, II, or III placement.

Maintains existing minimum daily rates for substitute teachers working 89 days or less: Class I (no bachelor's degree) at $125, Class II (bachelor's degree) at $136, and Class III (licensed/highly qualified teachers) at $147.

Finds that substitute teachers are essential due to teacher shortages and that long-term positions currently lack incentives because of additional responsibilities like lesson planning.

Authorizes the board to provide wage adjustments for substitute teachers comparable to across-the-board adjustments negotiated for teachers and to adjust hours, benefits, and other employment terms.

Takes effect on July 1, 2023.
