Designates the Kaiwi State Scenic Shoreline lands identified by tax map key numbers (1)3-9-11:002 and (1)3-9-11:007 as the Kaiwi Coast State Park, administered by the Department of Land and Natural Resources.

Requires all land within the Kaiwi Coast State Park to be considered for designation as conservation land and preserved in perpetuity in its wild and natural state.

Establishes two new full-time equivalent positions within the Department of Land and Natural Resources: one park caretaker III and one interpretive technician.

Appropriates unspecified funds for fiscal years 2023-2024 and 2024-2025 for establishment, planning, and design of the state park and improvements to the Maunalua-Makapuu scenic byway, including safe pedestrian and bicycle connectivity.

Takes effect on July 1, 2050.
