Requires the Department of Land and Natural Resources to develop and implement an improved management system for Kaena Point State Park, Makua, and Keawaula regions, modeled after the successful system used at Haena State Park.

Department must collaborate with community stakeholders, cultural practitioners, and all parties with jurisdiction over the land and marine areas in developing the management system.

Department must ensure sustainability of the management system by partnering with outside organizations, including local non-profit organizations, similar to existing state park management models.

Requires the department to maintain current limited access restrictions at these regions until proper management measures are implemented to address misuse and environmental concerns.

Effective date: July 1, 2050.
