Requires commercial ocean operators who transport customers in state waters for recreational activities (snorkeling, scuba diving, kayaking, surfing) to have at least one individual aboard certified as a rescue diver or lifeguard by a nationally recognized certification organization.

Exempts vessels with a valid U.S. Coast Guard Auxiliary vessel safety check that have at least one individual certified in CPR, automated external defibrillator use, and basic first aid from the rescue diver/lifeguard requirement.

Mandates all vessels transporting customers for activities in state waters include backboards, emergency oxygen, and automated external defibrillators as onboard safety equipment.

Effective July 1, 2050.
