Amends Hawaii Revised Statutes §586-2 to expand court jurisdiction for domestic abuse protective orders to include cases where the petitioner is temporarily located, in addition to where they reside.

Adds three new jurisdictional bases for domestic abuse protective orders: where a minor or incapacitated family member resides or is temporarily located, where a physically unable family member resides or is temporarily located, and where the domestic abuse occurred.

Modifies Hawaii Revised Statutes §604-10.5(c) to expand district court jurisdiction for harassment restraining orders and injunctions to include districts where the petitioner is temporarily located or where the harassment occurred, not just where the petitioner resides.

Allows nonresidents and individuals temporarily located in Hawaii to file for protective orders in domestic abuse and harassment cases, expanding access to court protection.

Takes effect upon approval.
