Amends Hawaii procurement laws for treatment purchase of services by simplifying conditions to require only that services be unanticipated, not exceed $100,000 in a one-time purchase, last no longer than one year, represent generally accepted industry practices, and be awarded based on demonstrated competence at fair and reasonable prices.

Authorizes heads of purchasing agencies (instead of requiring the administrator) to publish notices inviting qualified treatment service providers to submit statements of qualification on an as-needed basis and establish lists of qualified providers for each profession.

Increases the small purchase threshold for health and human services from less than $25,000 to less than $100,000, allowing more purchases to be made through simplified procurement procedures.

Requires treatment service contracts exceeding $100,000 or lasting longer than one year to utilize alternative applicable procurement methods under section 103F-401 rather than competitive purchase procedures.

Takes effect upon approval.
