Allows notice of bond or recognizance forfeiture to be sent to either the surety or surety insurer by certified mail, starting the 30-day period before forfeiture occurs.

Permits notice to be given to a surety insurer in addition to a surety, closing a loophole where sureties evaded service of notice to avoid bond obligations.

Includes surety insurers in all aspects of bond forfeiture proceedings, including the right to file motions or applications showing good cause to set aside forfeitures.

Grants the State the right to appeal court orders that grant motions or applications to set aside bond or recognizance forfeitures.

Effective upon approval.
