Requires the Office of Planning and Sustainable Development, in consultation with state agencies managing state facilities, to develop a standardized process for assessing the vulnerability of state facilities to sea level rise.

The standardized vulnerability assessment process must include a procedure and template for assessing and reporting facility vulnerability to sea level rise, and guidance for agencies on how to conduct the vulnerability assessments.

References a 2021 inventory finding over 275 state facilities owned and managed by the State located within the sea level rise exposure area in the 3.2 feet sea level rise scenario, under management of twenty different state agencies.

Appropriates general revenues for fiscal year 2023-2024 to the Office of Planning and Sustainable Development to fund development of the standardized vulnerability assessment process (specific amount left blank in bill).

Takes effect on July 1, 2050.
