Reduces the time frame for abandoning incomplete licensure applications from two consecutive years to one year from the date the licensing authority mails written notice of incompleteness to the applicant's last known address.

Establishes that an applicant is considered to have abandoned an examination application if they do not take the examination within one year from the date of written notice of eligibility.

Establishes that an applicant is considered to have abandoned a rejected examination application if they do not submit evidence of correcting deficiencies and take an examination within one year from the date of the written rejection notice.

Specifies that submissions of additional data, reconsideration requests, or other inquiries do not extend the one-year abandonment time periods.

Requires that licensing authorities mail notices regarding incomplete applications and examination eligibility to the applicant's last address on file and allows the authority to destroy abandoned applications; reapplied applications are treated as new and must comply with requirements in effect at the time of reapplication.
