SB 1332 - Emergency Management

• Revises Section 127A-3(e) to specify that the state comprehensive emergency management plan shall prepare for, mitigate against, respond to, and recover from emergencies and disasters.

• Increases the additional funds available for matching federal disaster relief from $5,000,000 to $10,000,000 and establishes these funds as trust moneys under Hawaii emergency management agency control for federally declared disasters.

• Reduces the duration of price control and tenant protection provisions during emergencies from 96 hours to 72 hours after declaration, and requires that specific commodities be identified in proclamations.

• Defines "severe warning" to include notices from the National Weather Service, Pacific Tsunami Warning Center, United States Geological Survey, and other public authorities regarding coastal inundation, high surf, flash flooding, volcano, tsunami, or hurricane conditions.

• Appropriates $12,000,000 for fiscal years 2023-2024 and 2024-2025 to the Hawaii emergency management agency for planning and design of a new facility at the First Responders Technology Campus in Mililani, Oahu.
