Requires a minor student's parent or legal guardian to produce a certificate of release when the student transfers to another school, rather than requiring the student to produce it.

Allows emancipated minors to produce their own certificate of release when transferring schools.

Removes the distinction between transfers within the same complex area and transfers to different complex areas, establishing the same transfer process for all school transfers.

Exempts McKinney-Vento eligible students, including unaccompanied youth not under the physical custody of a parent or legal guardian, from the certificate of release requirements.

Effective date: January 1, 2024.
