SB 1352 Summary

• Authorizes counties to adopt zoning ordinances promoting labor standards including living wages, benefits, and state-approved apprenticeship program participation for construction projects.

• Expands prevailing wage requirements under Hawaii law to include off-site construction where portions of buildings or work are manufactured or constructed for public work projects.

• Requires that all Governor orders setting aside public lands for affordable housing development include a condition that construction contractors pay prevailing wages as defined in chapter 104.

• Removes a prior restriction that prevented affordable housing projects receiving other government financing from qualifying for section 201H-36(a)(5) prevailing wage exemptions.

• Effective July 1, 2050, with amendments to prevailing wage sections remaining in effect when other sections are repealed on June 30, 2030.
