S.B. 1354 Summary

• Authorizes the Department of Hawaiian Home Lands (DHHL) to assume historic preservation review responsibilities for proposed projects on lands under its jurisdiction, replacing the requirement to consult with the Department of Land and Natural Resources.

• Requires DHHL to designate a qualified preservation officer with professional competence and experience in historic preservation and adequate resources to conduct project reviews.

• Mandates DHHL to provide the Department with copies of all reports, maps, documents, and preservation officer decisions for incorporation into the historic preservation digital document management system.

• Requires DHHL to notify the Department at least 45 days in advance of assuming review duties and to consult with the Office of Hawaiian Affairs when reviewing historic properties important to Native Hawaiians.

• Retains Department authority for review of projects affecting properties listed or nominated for inclusion in the Hawaii or National Register of Historic Places or located in designated historic districts; effective July 1, 2050.
