Makes permanent Act 141 (Session Laws of Hawaii 2009), which requires counties to issue affordable housing credits to the Department of Hawaiian Home Lands upon request, by removing the July 1, 2024 repeal date.

Makes permanent Act 98 (Session Laws of Hawaii 2012), which requires counties to issue affordable housing credits for each residential unit developed by the Department of Hawaiian Home Lands, by removing the July 1, 2024 repeal date.

Eliminates sunset provisions that would have repealed both acts and reenacted prior statutory language on July 1, 2024.

Recognizes that affordable housing credits have enabled the Department of Hawaiian Home Lands to provide housing opportunities for beneficiaries at no cost to the State and allowed purchase of land in new locations while reducing housing unit prices.
