Establishes two types of licenses to solemnize marriages: a standard license valid for one year and a short-term license valid for sixty days.

Sets fees of $100 per year for standard licenses and $25 per sixty-day period for short-term licenses.

Directs fee deposits as follows: $75 of each standard license fee to the vital statistics improvement special fund and $25 to the general fund; $20 of each short-term license fee to the vital statistics improvement special fund and $5 to the general fund.

Repeals previous language allowing civil license fees to be $100 per year or $25 for a temporary three-month license, creating unified fee structure across all license types.

Effective July 1, 2023.
