Increases marriage license fee from $60 to $100, with agents retaining $15 per license (up from $9) and remitting $85 to the director of health (up from $51).

Increases distributions to domestic violence prevention funds: spouse and child abuse special fund from $4.50 to $5, spouse and child abuse special account from $4.50 to $5, and birth defects special fund from $10 to $20 per license.

Creates a new vital statistics improvement special fund under section 338-14.6 to receive $20 per license from non-civil service agents and $26 per license from civil service agents, providing resources for modernization and quality improvement in the office of health status monitoring.

Adjusts general fund deposit from $32 to $35 per license (non-civil service agents) and from $41 to $44 per license (civil service agents).

Takes effect on December 31, 2050.
