Amends Section 349-16, Hawaii Revised Statutes, to clarify definitions of three services under the Executive Office on Aging.

Redefines "caregiver support services" to explicitly include both unpaid caregivers and employed caregivers receiving education, skills, knowledge, or mental, emotional, and social support.

Restructures "kupuna care services" definition to consolidate services into a single list of 12 items (instead of two separate categories) including adult day care, attendant care, assisted transportation, caregiver support services, case management, care coordination, chore, homemaker, home-delivered meals, personal care, transportation, and respite care.

Redefines "respite care" to explicitly serve both unpaid caregivers and employed caregivers, and specifies four types: in-home respite, respite through nonresidential program attendance, institutional respite in settings like nursing homes, and any combination of services as deemed appropriate by the area agency on aging.

Takes effect upon approval.
