Expands the prohibition on referring or transferring patients to unlicensed care facilities to apply to any person, corporation, or entity, not just certified or licensed healthcare providers.

Defines "knowingly" to include failing to determine whether a care facility has required certification or licensing.

Establishes fines for violations: $500 for first violation, $1,000 for second violation, and $2,000 for third and subsequent violations.

Repeals the landlord exclusion (Section 321-488) that previously exempted landlords from licensing requirements when tenants received care services.

Takes effect July 1, 2023.
