Repeals Hawaii Revised Statutes Section 328-106, which regulated pharmacy benefit managers' maximum allowable cost practices for prescription drug reimbursement.

Removes Department of Health authority to oversee pharmacy benefit manager compliance with requirements regarding drug pricing information, accessibility of maximum allowable cost lists, and appeal processes for contracted pharmacies.

Eliminates requirements that pharmacy benefit managers update maximum allowable cost lists at least weekly, provide appeals procedures to pharmacies, and maintain confidentiality of pricing information.

Legislature finds that regulating insurance industry business practices between pharmacy benefit managers and pharmacies is outside the Department of Health's public health mission and would be more effectively addressed through other regulatory means.

Takes effect on July 1, 2050.
