S.B. 1384 Summary

• Renames the "Hawaii Workforce Development Council" to the "Hawaii Workforce Development Board" and places it within the Department of Labor and Industrial Relations for administrative purposes.

• Requires the Hawaii Workforce Development Board and local workforce development boards to develop written conflict of interest policies consistent with the federal Workforce Innovation and Opportunity Act (P.L. 113-128) and applicable federal regulations.

• Changes the gubernatorial appointment process so the Governor must select the board chairperson from among the seventeen private sector members of the board.

• Adds a new duty requiring the Hawaii Workforce Development Board to coordinate local workforce development boards to improve quality and services and develop a comprehensive statewide workforce development system.

• Repeals the requirement for the Department of Labor and Industrial Relations to submit annual reports to the legislature on the K-12 Agriculture Workforce Development Pipeline Initiative, effective January 1, 2050.
