Requires presidential elector nominees to execute a pledge agreeing to vote for their party's nominee for president and vice president before nomination certification.

Invalidates and does not count ballots cast by electors who fail to vote according to their pledge, refuse to present ballots, or present unmarked ballots.

Removes electors from office if they violate their pledge, creating a vacant position filled by alternate electors or through appointment by the chief election officer.

Establishes procedures for filling elector vacancies through alternates, lottery selection among available alternates, or appointment by remaining electors, with substitute electors required to execute the same pledge.

Requires amended certificates of ascertainment to be prepared and transmitted to the governor if the final list of electors differs from previously submitted lists due to elector removals or replacements.
