Exempts University of Hawaii research and training contracts procured with grant moneys or funds from the research and training revolving fund from the Hawaii Public Procurement Code (Chapter 103D).

Requires the Board of Regents to develop internal policies and procedures for research and training procurement that maintain public accountability and procurement practices standards.

Authorizes the University of Hawaii President to delegate research and training procurement authority to the Vice President for Research and Innovation.

Requires the Board of Regents to submit biennial reports to the Legislature documenting internal procurement policies, protest procedures, litigation summaries, and lists of exempt research and training contracts.

Takes effect July 1, 2023.
