Mandates public hearings or informational briefings on all funded studies and audits (conducted by executive departments, judiciary, legislative reference bureau, or office of Hawaiian affairs) within one year of report receipt, with one-year extensions or waivers available upon request.

Requires public hearings or informational briefings on performance audit reports issued by the office of the auditor within one year of publication, excluding financial audits and single audits.

Exempts financial and regularly occurring studies or audits from the public hearing requirement.

Requires state departments and agencies to report to the legislature within one year of a new funded program's enabling act becoming law, including revenues, expenditures, employee counts, implementation status, achievements, findings, and effectiveness data.
