SB 1417 Summary

• Requires the Hawaii Community Development Authority to consider climate change impacts, sea level rise, and climate resilient development when designing and siting buildings in the Kakaako and Kalaeloa community development districts

• Adds new development guidance policy to Kakaako district requiring consideration of climate change and sea level rise impacts in building design and siting

• Mandates that new construction in both districts implement design standards requiring lowest finished floors to elevate a minimum of 2 feet above the flood insurance rate map base flood elevation or 5.8 feet above mean higher high water, whichever is higher, based on guidance from the Honolulu Climate Change Commission

• Adds similar climate change and sea level rise consideration requirements to the Kalaeloa community development district development guidance policies

• Becomes effective upon approval
