Creates a new class C felony offense for knowingly and willfully using or making false statements, entries, or documents in matters within the jurisdiction of Hawaii's executive, legislative, or judicial branches, or any county.

Applies the federal false statements statute (18 U.S.C. § 1001) as a model, directing courts and counsel to use federal caselaw and precedent for interpretation.

Exempts statements made by parties and their counsel to judges or magistrates in judicial proceedings, and limits legislative branch application to administrative matters and official investigations.

Disqualifies convicted persons from holding elective public office for ten years from the date of conviction and prohibits deferred acceptance of guilty plea or nolo contendere pleas for violations.

Implements recommendations from the Commission to Improve Standards of Conduct to enhance transparency, accountability, and public trust in state government.
