• Requires boards to include a link to any available electronic audio or video recording at the beginning of written meeting minutes.

• Mandates boards provide the state archives with a copy of any meeting recording before removing it from the board's website.

• Changes written minutes requirements from "need not be limited to" to "at minimum" to clarify minimum standards for meeting documentation.

• Effective October 1, 2023; implements recommendations from the Commission to Improve Standards of Conduct to increase governmental transparency and public trust.
