• Requires Hawaii schools and public postsecondary institutions to designate separate sex-specific athletic teams based on biological sex, categorized as male, female, or coed for interscholastic, intercollegiate, intramural, and club sports.

• Prohibits athletic teams designated for females from being open to students of the male sex, with biological sex determined by health care provider examination of reproductive anatomy, genetic makeup, or testosterone levels.

• Protects schools and institutions from complaints, investigations, or adverse actions by governmental entities, licensing organizations, or athletic associations for maintaining separate female athletic teams.

• Establishes private cause of action allowing students harmed by violations to sue for injunctive relief, damages, and attorney fees; extends protection to those retaliated against for reporting violations and to schools harmed by violations.

• Sets two-year statute of limitations for civil actions and becomes effective upon approval.
